If I had to guess - this was likely done by India knowing it wouldn't actually damage the nuclear weapons to "send a message" and Pakistan then moved some nuclear weapons around (widely reported anyway...) at a time and in a way that they knew India and the US would see it.
Ultimately all of that has resulted in a cease fire that has lasted for a day now which is some good news...
