Well, I still stand by that statement and today WRAL dropped this bomb in a story on the US Army Corps of Engineers helping WNC. Read that statement between the arrows. Read it again.
Yes, the NC legislature has appropriated $100 million for aid and literally $0 of that money has been allocated by the executive branch of the state government which is ran by the Governor(s).

I think all states need to pass legislation that increases the penalty for assault when a person continues to punch/kick/hit a person who is clearly knocked out and unconscious.
