"An investigation was underway Wednesday after six people were shot in what may have been a drive-by shooting near MacArthur Park in the Westlake District, authorities said.
All five victims were transported by ambulance from the scene to the hospital. They were all initially listed in critical condition."

I think all states need to pass legislation that increases the penalty for assault when a person continues to punch/kick/hit a person who is clearly knocked out and unconscious.
Plan and carry guns at all times accordingly...
