I was in northern Montana a few years ago (just before the kung flu) and ran into a bunch of cops using Bulgarian AKs as their service rifles. I specifically asked them if they were issued or personally bought and they confirmed issued due to the cold. I'm sure there are other departments/orgs using them for similar reasons as well but those are the two I know of off hand...
