Several UK government social accounts have been sharing this video and my perception is they're doing it to intimidate their largely unarmed native population from speaking their minds freely.

A 14 year old violent felon has been arrested in NYC after he asked a 15 year old girl for her phone number and she declined to give it to him.
In response, he picked her up, slammed her on the concrete, then attempted to kill her by stomping her head.
The innocent girl is reportedly alive and in the hospital.
