-the Butler PA event was the first time counter snipers were present at a Trump rally (that raises a whole new set of questions/theories as to why...)
-only the locals had radios, snipers were communicating via text
-two separate command centers were set up; one for Secret Service and one for local police which completely negates the main function of a "command center"
