At this point I think Meta is just accepting their decline and clinging to what they have in terms of audience/reach. They've deleted so many of my accounts (none of which violated their rules) that as of this post I have more than 10x followers on my Locals page than I do on my current Instagram page and I know I'm not the only one like this.
