I've never been a federal agent but have been a Soldier and I'm struggling to understand what the FBI would be doing taking command and control of a threat on a military installation. The Army has plenty of units capable of doing this and they have jurisdiction... Thoughts?

A 14 year old violent felon has been arrested in NYC after he asked a 15 year old girl for her phone number and she declined to give it to him.
In response, he picked her up, slammed her on the concrete, then attempted to kill her by stomping her head.
The innocent girl is reportedly alive and in the hospital.
